Glowing Tutorial Request

Can someone find a tutorial (or just explain it to me) about giving something a glowing effect? That's a major thing I haven't really learned yet, and it's dragging down all of my sig's because the light sources and bright areas just looks terrible. I would really appreciate it  :th_101_:
